ANNAPOLIS, MD—Governor Wes Moore has announced the appointment of Maryland State Senator Michael A. Jackson as the acting superintendent of the Maryland Department of State Police, succeeding the retiring Col. Roland L. Butler.

Senator Jackson will assume the post on November 12, 2025. His appointment follows the retirement of Col. Butler on November 1, after a distinguished career of over 31 years in law enforcement. During the transition period, Lieutenant Colonel Daniel C. Pickett will serve as interim superintendent.

Governor Moore praised the outgoing Col. Butler for his decades of service, which included leadership roles such as chief of the Field Operations Bureau, leading over 1,000 troopers.

“Colonel Roland Butler is a true public servant in every sense of that phrase, and our state is safer because of his distinguished leadership,” said Gov. Moore. “During Colonel Butler’s tenure at the helm of State Police, Maryland has become a national leader in crime reduction and public safety gains.”

Incoming Acting Superintendent’s Background

Senator Jackson brings a wealth of law enforcement and legislative experience to the role.

A veteran of the U.S. Marine Corps, Jackson served 22 years with the Prince George’s County Sheriff’s Office, including eight years as the elected sheriff. During his tenure as sheriff, he was credited with establishing the Mid-Atlantic Region’s first 24/7 Domestic Violence Intervention Unit.

Jackson transitioned to the State House after being elected to the General Assembly in 2014, first serving as a delegate before being appointed and subsequently elected to the State Senate for District 27 in 2022. As a senator, he served as chair of the Pensions Subcommittee and the Public Safety, Transportation and Environment Subcommittee.

Governor Moore expressed confidence in the new appointee. “I also know Senator Michael A. Jackson—an exceptional public servant in his own right—will build on the foundation Colonel Butler laid. Together, we will continue our all-of-the-above approach to public safety, grounded in accountability, coordination, and partnership.”

Jackson holds a Master of Science in Management from The Johns Hopkins University, among other degrees.
