BALTIMORE, MD—In a move designed to simplify access and enhance quality of care for residents with intellectual and developmental disabilities (IDD), the Maryland Department of Health (MDH) this week announced the consolidation of its three existing Medicaid waiver programs into a single, unified program called Community Pathways. The change, which takes effect immediately on October 6, 2025, aims to deliver more consistent and person-centered support across the state.

The three previously separate waiver programs—the Family Supports Waiver, Community Supports Waiver, and the original Community Pathways Waiver, all managed by the Developmental Disabilities Administration (DDA)—are now combined under the single Community Pathways umbrella.

MDH officials stated that the primary goal of the consolidation is to make essential services “faster and easier to access,” while offering a more consistent support system for Marylanders in the IDD community.

“Each Marylander has unique needs and experiences that we appreciate and value in this work,” said Maryland Secretary of Health Dr. Meena Seshamani. “The consolidation of the waivers into a single program demonstrates our commitment to making it easier for the intellectual and developmental disabilities community to access services that empower their growth and improve their well-being and quality of life.”

Medicaid waiver programs are crucial, federally-approved initiatives that allow children and adults with IDD to receive necessary home and community-based services as an alternative to institutional care. These services are comprehensive and include assistance with meaningful day programs, residential supports, and various personal support services, all tailored to the individual’s needs.

A key assurance from the state is that current recipients of services through any of the former waivers are not required to take any action; they will be automatically transitioned into the newly consolidated Community Pathways Waiver program.

The announcement follows extensive community engagement efforts led by the DDA, which solicited input from individuals receiving services, their families, and care providers regarding the proposed changes. MDH and the DDA have committed to continuing these outreach efforts, scheduling community meetings and informational webinars to raise awareness and address questions about the new, consolidated structure.

“Our administration appreciates the collaboration and input we have received from the community throughout this process,” said Marlana R. Hutchinson, Deputy Secretary for the Developmental Disabilities Administration. “We are confident these changes will help improve access and service delivery for individuals receiving DDA services and those who support them.”
