
ANNAPOLIS, MD—Governor Wes Moore this week announced a nearly $4 million investment in the Employment Advancement Right Now (EARN) Maryland program, aimed at upskilling the state’s workforce for high-demand careers in sectors such as healthcare, cybersecurity, and the skilled trades.
The funding is expected to support training and credential attainment for approximately 1,500 Marylanders and is part of the state’s strategic effort to build a thriving, competitive economy.
“At moments like this — as we face economic headwinds from Washington — proven programs like EARN Maryland are essential,” said Governor Moore. “We must continue to build a thriving economy where workers can grow their skills, families can achieve stability, and businesses can expand with confidence. When Marylanders have the opportunity to succeed, our state prospers.”
The EARN Maryland program, administered by the Maryland Department of Labor, is a nationally-recognized workforce development initiative. It is known for its substantial return on investment, generating an estimated $18 in economic impact for every $1 invested by the state. Under the Moore-Miller Administration, the program has already placed more than 3,500 Marylanders into employment and upskilled nearly 5,500 existing workers.
Maryland Department of Labor Secretary Portia Wu underscored the program’s dual impact, stating, “EARN Maryland lifts up workers, strengthens families, and fuels Maryland’s economy. This program empowers Marylanders with training and clear pathways to good-paying careers. At the same time, it equips businesses with the talent they need to innovate, expand, and compete.”
The $4 million in awards will be distributed among 19 awardees, including community colleges, local workforce development boards, and non-profit organizations. These grantees are partnered with hundreds of employers across the state, ensuring that the training provided is industry-driven and directly aligned with available career opportunities.
Training will cover a diverse range of high-skill sectors, including cyber, automotive repair and maintenance, transportation and logistics, biotech, manufacturing, skilled trades, and water and solar industries. A significant portion of the investment—more than $600,000—is earmarked for the healthcare sector, preparing nearly 200 individuals for skilled roles such as certified nursing assistants and certified pharmacy technicians.
The Maryland Department of Labor plans to continue strengthening the workforce and economy with an additional investment in new partners anticipated for early 2026.
