
ANNAPOLIS, MD—The Maryland Office of the Comptroller is relocating its Baltimore County branch office from Towson to Windsor Mill, a move designed to offer improved accessibility, visibility, and expanded services for area taxpayers.
The current Towson office will close its doors on Tuesday, October 14, 2025. The new office, situated at 3104 Lord Baltimore Drive, Suite 100, will officially open for business on Monday, October 20, 2025.
Improved Accessibility and Services
Comptroller Brooke E. Lierman emphasized that the relocation is part of a broader effort to better serve Marylanders.
“We want to make it easier for more residents in the Baltimore-area to access our services and the move to Windsor Mill will enhance our ability to serve Marylanders,” Comptroller Lierman said. “This new location provides the convenience and comfort Marylanders deserve in a central location, while allowing our skilled staff to deliver the high-quality service they expect.”
The new Windsor Mill site was chosen specifically for its enhanced amenities, which include:
- Ground-floor access.
- Ample free parking.
- Accessibility by MTA bus.
- Convenient proximity to I-695 (Baltimore Beltway).
Last fiscal year, the Towson Branch Office assisted 10,554 taxpayers with a variety of needs, including tax preparation, payment plans, and MVA Certifications, and provided bilingual assistance for Spanish-speakers.
Ana Garay, Director of the Taxpayer Services Division, stated, “This new location is a reflection of our continued commitment to the community and meeting Marylanders where they are.”
Walk-in and Appointment Services
The Windsor Mill office will offer walk-in assistance for several core services, including:
- Providing Maryland state tax forms and/or tax booklets.
- Answering general tax questions.
- Accepting completed Maryland tax returns and/or requested documents.
- Providing certified copies of previously filed Maryland tax returns (with identification).
All other services will require an appointment, which taxpayers can conveniently schedule online.
During the transition period between October 15 and October 19, taxpayers needing assistance in Baltimore County can visit any of the agency’s 10 other branch offices or schedule a virtual appointment by visiting the agency’s website at https://www.marylandcomptroller.gov.
