TOWSON, MD—The Baltimore County Public Library (BCPL) is reaching out to residents as it begins the process of developing its next strategic plan, which will guide the library’s operations and services from 2026 to 2031. The library is actively seeking feedback from all stakeholders—including frequent users of its 19 branches and mobile services, as well as those less familiar with its offerings—to ensure the new plan effectively meets the needs of the diverse Baltimore County community.

“This community conversation will guide the development of our new strategic plan and ensure the library continues to meet the needs of our community,” BCPL stated in a press release.

Community members are invited to participate in one of three upcoming community input sessions scheduled for mid-October. Light refreshments will be provided at each session. Attendees will be asked to discuss the opportunities and challenges faced by their neighbors, and to offer perspective on the library’s current relevance and future potential. Key questions include: “How relevant is Baltimore County Public Library in supporting the communities’ needs and interests?” and “What are the areas or opportunities where you’d like to see the community explore, learn, create and connect?”

The input received from these meetings will directly inform the library’s future priorities for programs and services.

Community Input Session Schedule:

  • Wednesday, October 15, 6:30 p.m.: Cockeysville Branch
  • Thursday, October 16, 6:30 p.m.: North Point Branch
  • Monday, October 20, 6:30 p.m.: Randallstown Branch

For those unable to attend an in-person session, the library is also offering an online survey where residents can share their thoughts and rate the suggestions of others. The deadline for online submissions is Friday, October 31, 2025.
