TOWSON, MD—The Baltimore County Police Department on Monday announced the launch of a new initiative, Community Conversations, aimed at strengthening the relationship between law enforcement officers and residents. The program is designed to “break down barriers to ensure the person beyond the badge is seen,” according to a press release.

Police Chief Robert O. McCullough said the program is part of the department’s continuous effort to innovate in community policing. “Community Conversations aims to break the traditional mold,” McCullough stated.

The six-week program is set to become a national model and will cover topics including:

  • People Behind the Badge: An exploration of the values and backgrounds of officers.
  • Implicit Bias: A discussion on the influence of unconscious bias in policing.
  • Evolution of Policing & Community Trust: How major events have shaped law enforcement and community relations.
  • Making of an Officer: An inside look at police training.
  • Impact of Mental Health & Officer Wellness: The mental health challenges officers face.
  • Split-second Decisions: A look at the thought process behind critical incidents.

The program is scheduled to begin on Thursday, October 16, 2025. Residents can register online for the program.
