
TOWSON, MD—Baltimore County is offering to replace customer-side water service lines containing lead for free, provided residents report the presence of lead through a required self-reporting survey by March 31, 2026.
The program, led by the Baltimore County Department of Public Works & Transportation (DPWT), aligns with a national initiative from the U.S. Environmental Protection Agency (EPA) focused on identifying and removing lead service lines nationwide.
To qualify for the free replacement, residents must first check an online map to determine if a self-reporting survey is required for their property. The survey requires homeowners to locate their water service line inside their home, perform a scratch and magnet test, and submit a photograph of the results.
County officials noted that early data suggests the likelihood of finding lead in Baltimore County is low, but the replacement is guaranteed for lines confirmed by the DPWT to contain lead. The free service is funded through the DPWT’s capital improvement budget.
The DPWT encourages residents to use online video tutorials to assist in locating their service line and completing the survey. Those needing assistance or who cannot access the survey are asked to contact the Lead Reduction Program at 410-887-1368 or email [email protected].
