
ANNAPOLIS, MD—The Maryland Freedom Caucus, a group of conservative state lawmakers, is demanding immediate answers from state election officials after a Des Moines, Iowa, schools superintendent recently detained by federal immigration authorities was revealed to be an actively registered voter in Maryland.
Ian Andre Roberts, the superintendent of Des Moines Public Schools, was arrested last week by U.S. Immigration and Customs Enforcement (ICE) for allegedly being in the country illegally on an expired student visa.
The Maryland Freedom Caucus, in a press release this week, confirmed that Roberts, a non-citizen who has been in the U.S. illegally for over two decades, holds an active voter registration in Maryland. The caucus also noted that Roberts was found to hold a Maryland driver’s license.
“Once again, our citizens’ votes are diluted and the democratic process is undermined as another illegal alien is found on Maryland’s voter rolls,” said Delegate Matt Morgan, chairman of the Freedom Caucus. “This isn’t about politics; it violates our fundamental right to fair and secure elections.”
Roberts, who is from Guyana, entered the U.S. in 1999 on a student visa and was issued a final order of removal in May 2024, according to ICE.
The caucus is raising three key questions for state agencies, including how Roberts remained in Maryland after his visa expired, how he was able to register to vote in the first place, and how his registration remains active at an address he has not lived at for years.
The controversy also intensified a separate dispute between the state’s election agency and the federal Department of Justice. The caucus claimed that State Board of Elections Administrator Jared DeMarinis is “obstructing” a valid request from the Department of Justice for Maryland’s statewide voter registration list.
Delegate Robin Grammer asserted that the obstruction is politically motivated, claiming state Democrats “created a system that allows it, observed the data that proves it is happening, and are fighting to cover it up.”
The State Board of Elections has previously pushed back on the Justice Department’s request for the full voter list, citing concerns, among others, that the data would be used to enforce immigration laws against Maryland residents.
The Maryland Freedom Caucus concluded that the revelations concerning the “Maryland Man” leave citizens with reason to be concerned about the security and integrity of the state’s elections.
