PERRY HALL, MD—Baltimore County Councilman David Marks on Monday announced that he will block the introduction of a 30-unit Planned Unit Development, “Perry Hall Chapel Estates,” proposed at Chapel Road near Perry Hall Boulevard.

Councilman Marks has issued the following statement:

“Today, I informed the developers of the Perry Hall Chapel Estates project that I will block the introduction of this Planned Unit Development.

“I grew up near Chapel Road and traveled it nearly everyday with my parents. As a community leader and County Councilman, I have worked to preserve the rural character of this corridor, blocking plans to expand the route. I downzoned the Chapel Road corridor to the lowest level allowed for residential development, DR 1, or one house per acre.

“The Perry Hall Chapel Estates project would more than double that density. That type of change would undoubtedly impact traffic and the rural character of Chapel Road, and it would create a chain reaction where other property owners would demand similar density. I am also concerned about the road correction to existing neighborhoods and the loss of open space near those homes along Perry Hall Boulevard.

“I do not oppose the developer reaching out to neighbors to see if an acceptable alternative can be found, but there will be a very high threshold for bypassing the zoning that is currently in place. This proposal does not come close.”
